Just Energy Transition in Colombia: Status quo, challenges, and chances
This study assesses the current situation regarding a just energy transition (JET) in the two major Colombian coal mining regions, Cesar and La Guajira.
It analyses the situation and perspectives on the contexts of society, governance, economy, employment, and energy.
Each category also includes an analysis of the role of women and marginalised groups, as well as a summary of key drivers and barriers.
Colombia has made constant progress with its climate policy in recent years; however, although there is general agreement that action must be taken to combat climate change, the country is still missing a consistent policy framework that allows it to face the major challenge of the energy transition and fossil fuel phase-out. It is evident that there is no shared understanding of just energy transition yet. There remains a need for more knowledge generation and research-based consultation on JET, which is all the more pressing as Colombia has started the first pilot in the Cesar region.
This report is a key tool for decision making. It offers a series of recommendations focused on human rights, stakeholder participation, international support, research, economic diversification, and gender justice as a result of a comprehensive analysis of Colombia’s current situation. It also provides insights on what should be considered to create a policy that enables a just energy transition in Colombia.
