Sustainable Jobs for Indigenous Clean Energy Action


In June 2024, the federal government of Canada passed the Sustainable Jobs Act to manage investment and programmes to support workers affected by the energy transition. However, the legislation lacks certain details regarding Indigenous participation and ownership in its development and implementation.

This brief, co-authored by the International Institute for Sustainable Development and Indigenous Clean Energy, provides four key pathways to incorporating Indigenous-led approaches into the implementation of the legislation.

The following recommendations are included in the brief:

  • Promote joint governance with Indigenous Peoples: Establish a transparent process of shared decision-making and co-create sustainable jobs programmes.
  • Uphold Indigenous definitions of “sustainable jobs”: Ensure flexibility in creating jobs that offer balance with Indigenous Peoples’ seasonal land-based practices, and recognise disparities in access to basic necessities among Indigenous communities.
  • Ensure Indigenous equity: Endorse Indigenous clean energy entrepreneurship and businesses through flexible and long-term funding, and support access to updated information on sustainable jobs and renewable energy project creation.
  • Expand support for capacity building in the Indigenous workforce: Ensure access to training programmes and education, set up a healthy working environment, provide Indigenous youth with professional mentorship, and eliminate barriers in employment by including wrap-around support.
