Establishing mechanisms (such as a commission or round table) with key social stakeholders represented can foster acceptance and facilitate a smoother transition away from coal.

Drawing from the experiences of the German Coal Commission, this report offers valuable insight into reconciling climate protection, jobs, and structural change during the coal phase-out.

The report presents five pillars outlined by the commission as essential for a successful and equitable coal phase-out in Germany:

  • Phasing out coal-fired power generation gradually and in line with a defined roadmap
  • Preparing the current coal regions for the future through an active policy of structural development
  • Extensive modernisation of the German energy system
  • Compensation for coal-fired power plant operators
  • Triennial review of the coal phase-out and energy transition, with adjustments as necessary.
