This study assesses the current situation regarding a just energy transition (JET) in the Nalaikh district of Mongolia.
It offers a holistic overview of the economy and the energy and employment sectors in Nalaikh and in Mongolia as a whole. It further outlines the role of local communities and gender in the JET process.
Although Mongolia has not committed to phasing out coal, mining in the Nalaikh district has ceased in recent years. Extreme weather events have impacted the Mongolian economy and society over the past few years, and these events are likely to increase further because of climate change. Furthermore, burning coal for electricity and heating causes high levels of air pollution—especially in the capital, Ulaanbaatar—which emphasises the urgency of reducing coal use.
This report explores the current state and potential effects of coal phase-out and a just energy transition at the regional and national levels in Mongolia. It provides recommendations for the country as it moves towards a just energy transition.
