This study assesses the current situation regarding a just energy transition (JET) in the Lampang district of Thailand.
It focuses on identifying key stakeholders, analysing their roles and influences, and addressing representation gaps to ensure inclusive engagement and support for the JET process.
The Mae Moh coal mine in Lampang, the only operational mining facility in Thailand, is crucial for the country’s energy production but poses significant environmental and social challenges. The JET process in Lampang must address these issues, including severe pollution and the displacement of communities. The analysis reveals gaps in stakeholder representation, particularly among local communities, economic actors, and trade unions. There is also a need for greater coordination and collaboration between national and local authorities to implement effective policies.
Key stakeholders like EGAT and local government bodies play crucial roles but face challenges when it comes to inclusivity. However, effective participation from all affected groups, including marginalised communities and workers, is critical to address policy uncertainties. The report examines supporting, hampering, and neutral measures for JET on the national level, and also assesses the context on the local level. It offers insights into stakeholder roles and influences and proposes strategies to enhance engagement and support for a just energy transition in Lampang.
