Dialogue as a Strategy: The case of just energy transition processes in Cesar and Magdalena, Colombia


The unplanned closure of coal mines in the Colombian regions of Cesar and Magdalena presents an example of how communities are seeking dialogue with local authorities to address the harm caused to workers and local communities by such abrupt closures.

These communities are demanding dialogue mechanisms to create a mine-closure policy that aligns with the principles of a just energy transition (JET) for the regions.

This case study looks at the lessons learned in Cesar and Magdalena, Colombia, and how the lack of an established JET policy can result in negative economic and environmental repercussions for communities when unplanned mine closures take place. It also highlights the importance of community and civil society engagement in conflicts between mining companies and the Colombian government, and emphasises the value of a dialogue table in improving levels of social and legal stakeholder entitlement and participation in JET issues.
